Oil has been found in profitable quantities in the waters outside Ghana. Oil production may commence as early as 2010. Already in 2005, the Ghanaian national oil company GNPC approached Norway to ask for assistance in managing petroleum resources under the Norwegian Ministry of Foreign Affair's Oil for Development programme. The approach was seconded by then UN Secretary General, the Ghanaian Kofi Annan. Norway's minister for international development, Erik Solheim, responded favourably. Since then a considerable co-operation has been established.

From 1st September 2008 PRRINN is expanding, so that it will cover health care for mothers and children, not only immunization . This is made possible by the addition of Norwegian assistance to the PRRINN funding of the British Government. The purpose of the new PRRINN-MNCH programme is to improve the quality and availability of all maternal, neonatal and child health services. These services include antenatal and postnatal care, safer deliveries, care for newborn and young children, better nutrition, and routine immunization. Norway together with the United Kingdom supports a Maternal, Newborn and Child Health (MNCH) Programme in Northern Nigeria . The Norwegian contribution (approx NOK 250 million/USD 50 million from 2008 – 2012) is part of the global initiative of the Norwegian Government to address Millennium Development Goals 4 and 5.

The development co-operation between Norway and Nigeria focuses on good governance, with a special emphasis on the petroleum sector, on human rights and women's rights, as well as on maternal and child health.

Government representatives, the heads of international oil, gas and mining companies, and NGOs will be attending the EITI Board meeting in Oslo on Thursday 27 September 2007.
